Successive governments of Kiribati have proclaimed an interest in attracting direct foreign investment, and the current national development strategy identifies economic development as a principal goal. Kiribati has established the administrative infrastructure to facilitate investment, but it has to date not succeeded in attracting significant numbers of foreign investors.

Kiribati has no history of expropriating foreign investment property. The Foreign Investment Act provides investors the same guarantees against expropriation and deprivation of property accorded citizens under the national constitution. Property may only be expropriated by authorities in the interests of public defense, health and safety, or planning and development.
