Rwanda has adopted several initiatives, including a one-stop shop, but corruption, political instability (including the lingering issue of Hutu refugees in the neighboring Democratic Republic of Congo), and a nascent legal regime are persistent deterrents.

Rwanda's scores for business freedom, investment freedom, financial freedom, property rights, and freedom from corruption are very low. Investment procedures have been streamlined, but political instability is still a major deterrent. The judicial system lacks enough qualified magistrates and independence, and legal procedures are subject to corruption. Inflation is high.

Rwanda has moderately high tax rates. The top income tax rate is 35 percent, and the top corporate tax rate is 30 percent. Other taxes include a value-added tax (VAT) and a property transfer tax. In the most recent year, overall tax revenue as a percentage of GDP was 13.6 percent.
